सा.का.िन. सा.का.िन.685(अ). —के ीय सरकार, पासपोट (भारत म वेश) अिधिनयम, 1920 (1920 का 34) क# धारा 3 $ारा द% त
शि& तय’ का योग करते )ए, पासपोट (भारत म वेश) िनयम, 1950 का और संशोधन करने के िलए िन निलिखत िनयम बनाती है,
अथात् :-
1. (1) इन िनयम’ का संि56 त नाम पासपोट (भारत म वेश) संशोधन िनयम, 2015 है ।
(2) ये राजप< म काशन क# तारीख को वृ% त ह’गे ।
2. पासपोट (भारत म वेश) िनयम, 1950 के िनयम 4 के उप िनयम(1) के खंड (ज) के पC चात् िन निलिखत खंड अंत:E थािपत
कया जाएगा, अथात् :-
”(जक) बंगलादेश और पाकE तान म अ पसंG यक समुदाय’ के I यि& तय’ अथात् Jहदू, िस& ख, बौM, जैन, पारसी और ईसाई जो
31 दसंबर, 2014 को या उससे पूव भारत म धाOमक उ% पीड़न या धाOमक उ% पीड़न के भय के कारण भारत म आSय लेने के िलए
बाT य थे-
(i) िबना कसी िविधमा य दE तावेज’ के िजसके अंतगत पासपोट या कोई अ य या<ा दE तावेज भी हU ; या
(ii) िविधमा य दE तावेज’ के साथ िजसके अंतगत पासपोट या कोई अ य या<ा दE तावेज भी है और ऐसे दE तावेज’ क#
िविधमा यता समा6 त हो गई है:
परंतु इस खंड का उपबंध राजप< म इस अिधसूचना के काशन क# तारीख से भावी होगा।”

NOTIFICATION
New Delhi, the 7th September, 2015
G.S.R. 685(E).—In exercise of the powers conferred by section 3 of the Passport (Entry into India) Act, 1920
(34 of 1920), the Central Government hereby makes the following rules further to amend the Passport (Entry into India)
Rules, 1950, namely:-
1. (1) These rules may be called the Passport (Entry into India) Amendment Rules, 2015.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Passport (Entry into India) Rules, 1950, in rule 4, in sub-rule (1), after clause (h), the following
clause shall be inserted, namely:-
“(ha) persons belonging to minority communities in Bangladesh and Pakistan, namely, Hindus, Sikhs,
Buddhists, Jains, Parsis and Christians who were compelled to seek shelter in India due to religious
persecution or fear of religious persecution and entered into India on or before the 31st December,
2014-
(i) without valid documents including passport or other travel documents; or
(ii) with valid documents including passport or other travel document and the validity of
any of such documents has expired:
Provided that provision of this clause shall take effect from the date of publication of this notification
in the Official Gazette.”

सा.का.िन. सा.का.िन. 686(अ).—के ीय सरकार, िवदेिशय’ िवषयक अिधिनयम, 1946 (1946 का 31) क# धारा 3 $ारा द% त
शि& तय’ का योग करते )ए, िवदेिशय’ िवषयक आदेश, 1948 का और संशोधन करने के िलए िन निलिखत आदेश करती है, अथात् :-
1. (1) इस आदेश का संि56 त नाम िवदेिशय’ िवषयक (संशोधन) आदेश, 2015 है ।
(2) ये राजप< म काशन क# तारीख को वृ% त ह’गे ।
2. िवदेिशय’ िवषयक आदेश, 1948 के पैरा 3 के पC चात्, िन निलिखत पैरा अंत:E थािपत कया जाएगा, अथात् :-
”(3क) िवदेिशय के कितपय वग को छूट िवदेिशय के कितपय वग को छूट- (1) बंगलादेश और पाकE तान म अ पसंG यक समुदाय’ के I यि& तय’ अथात् Jहदू,
िस& ख, बौM, जैन, पारसी और ईसाई जो 31 दसंबर, 2014 को या उससे पूव भारत म धाOमक उ% पीड़न या धाOमक उ% पीड़न
के भय के कारण भारत म आSय लेने के िलए बाT य थे-
(क) िबना कसी िविधमा य दE तावेज’ के िजसके अंतगत पासपोट या कोई अ य या<ा दE तावेज भी हU और जो पासपोट (भारत
म वेश) अिधिनयम, 1920 (1920 का 34) क# धारा 3 के अधीन बनाए गए पासपोट (भारत म वेश) िनयम, 1950 के
िनयम 3 के उपबंध’ से िनयम 4 के अधीन छू ट ा6 त हU; या
(ख) िविधमा य दE तावेज’ के साथ िजसके अंतगत पासपोट या कोई अ य या<ा दE तावेज भी है और ऐसे दE तावेज’ क#
िविधमा यता समा6 त हो गई है,
िवदेिशय’ िवषयक अिधिनयम, 1946 और, यथािE थित, ऐसे दE तावेज’ के िबना या उन दE तावेज’ क# समाि6 त के पC चात् भारत म
उनके रहने के संबंध म उनके अधीन कए गए आदेश’ के उपबंध’ के लागू होने से राजप< म इस आदेश के काशन क# तारीख से छू ट
दान क# जाती है।”

ORDER
New Delhi, the 7th September, 2015
G.S.R. 686(E).—In exercise of the powers conferred by section 3 of the Foreigners Act, 1946 (31 of 1946), the
Central Government hereby makes the following order further to amend the Foreigners Order, 1948, namely:—
1. (1) This Order may be called the Foreigners (Amendment) Order, 2015.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Foreigners Order, 1948, after paragraph 3, the following paragraph shall be inserted, namely:—
“3A. Exemption of certain class of foreigners.- (1) Persons belonging to minority communities in
Bangladesh and Pakistan, namely, Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who were
compelled to seek shelter in India due to religious persecution or fear of religious persecution and
entered into India on or before the 31st December, 2014-
(a) without valid documents including passport or other travel documents and who have
been exempted under rule 4 from the provisions of rule 3 of the Passport (Entry into
India) Rules, 1950, made under section 3 of the Passport (Entry into India) Act, 1920
(34 of 1920); or
(b) with valid documents including passport or other travel document and the validity of
any of such documents has expired,
are hereby granted exemption from the application of provisions of the Foreigners Act, 1946 and the
orders made thereunder in respect of their stay in India without such documents or after the expiry of
those documents, as the case may be, from the date of publication of this order in the Official
Gazette.”
